David Leach
Consultant
David Leach has 30 years experience in senior engineering roles in telecommunications operations worldwide. He is skilled in the network design and build of fixed and mobile networks, network operations, project management and in providing engineering consultancy services to Governments and private operators. Most of his career has been spent overseas and he is particularly experienced in leading and managing engineering functions in telecommunications businesses in the Middle East, Far East and Australia.
Prior to recent engineering consultancy roles, he was from 2000-2002 Director, Network Build at Cable & Wireless IDC in Japan - responsible for the delivery of inter-city transmission networks and the technical build of an extensive and ground-breaking Customer Access Network using leased dark fibre and linking major office building in metropolitan Tokyo, supporting Ethernet and Internet based services. Prior to that role he was Head of Operations at Eastern Telecoms Philippines (ETPI) in Manila, responsible for 100 staff and the management of the complete range of the company's technical assets. He led the introduction of broadband Internet products and re-engineered ETPI's Internet network to expand capacity and increase resilience and service quality.
From 1994-1999, Mr. Leach was based in the Middle East, initially in Beirut as Director of Contracts Management for Cable & Wireless' Operations and Management contract in the country, responsible for the efficient management of contracts valued at $500 million and key to the reconstruction of the telecommunications infrastructure in Lebanon. He subsequently moved to Palestine as Project Director for Cable & Wireless' Operations and Management Support contract for Paltel, the Palestinian incumbent.
Previously he worked for a number of years in senior transmission planning and engineering roles for Optus, the second operator in Australia.
Mr. Leach has a BSc in Electrical Engineering from Imperial College, London. He is a Chartered Engineer and a Member of the Institute of Engineering and Technology.
